Qualification Specifications

Subject: UIDAI invites applications for Assistant Director General (Technology) in Level 13 at UIDAI, Technology Centre, Bengaluru, on deputation (foreign service term basis).

i. The Unique Identification Authority of India (UIDAI) is an autonomous statutory Authority established under the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 for the purposes of Aadhaar enrollment, authentication, and other functions defined in Section 23 and other provisions of the Act.

ii. The Unique Identification Authority of India (UIDAI) is seeking applications from suitable and competent officers for the position of Assistant Director General (Technology) in Pay Matrix Level 13 (Pay Band Rs. 1,23,100 – 2,15,900) on deputation (foreign service term) at the UIDAI Technology Centre in Bengaluru.

1. Post Name: Assistant Director General (Technology)

2. Total Number of Posts: 04

3. Pay Scale: On a deputation (foreign service term) basis, Pay Matrix Level 13 (Pay Band Rs. 1,23,100 – 2,15,900)

4. Qualifications:

i. Officers from the Central Government holding comparable posts on a regular basis in the parent cadre/department; OR with three years of regular service in the pay Matrix Level 12 or above; OR Officers from State/UT Government Public Sector Undertakings/Autonomous Organizations holding regular posts in corresponding grades with the required experience.
ii. A four-year engineering or technology degree in computer science, information technology, or electronics, or a master’s degree in computer application from a government-approved institution.

5. Desirable Experiential Learning:

i. Overseeing ICT/E-Government Programs in the Central Government, State Governments, PSUs, and Autonomous Bodies, among others.
ii. Helping with IT/Telecom/Networking/Data Center activities.
iii. Coping with IT procurement and inventory control.
iv. Overseeing the planning, implementation, and operation and maintenance of technological projects in the fields of IT, software, and telecommunications.
v. Overseeing software creation, database management, network security administration, Linux administration, and other related activities.
Age: At the time of registration, you must be under the age of 56.

Documents Required: Qualified and willing candidates should apply in the specified format through the proper channels. Cadre authorities/Heads of Departments are requested to forward applications of eligible and willing applicants whose services can be saved on deputation as soon as they are chosen. Only those officers whose applications have gone through the appropriate channels and are followed by the following documents will be considered:

1. Use of the prescribed proforma
2. Governing Authority Cadre Clearance Certificate
3. A statement outlining any major/minor sanctions levied on the Officer in the preceding ten (10) years, if any.
4. Certificate of Integrity/Vigilance Clearance
5. Photocopies of the ACRs/APARs for the previous five years, properly attested on each page by an officer not lower than the rank of Under Secretary or equivalent.
6. If the officer is serving under the Central Staffing Program, a No Objection Certificate from the Department of Personnel and Training is required (CSS)

Deputation duration and other terms and conditions:

1. The initial deputation duration will be three years.
2 The general terms and conditions of service at UIDAI will be regulated by the Unique Identification Authority of India (Appointment of Officers and Employees) Regulations, 2020, and the Central Government’s guidelines in this regard, as well as the Unique Identification Authority of India (Salary, Allowances d other Terms & Conditions of Service of Employees) Regulations, 2020. The aforementioned regulations can be found on the UIDAI website (www.uidai.gov.in).

3 The provisions of the Department of Personnel and Training Office Memorandum, as well as other orders/guidelines given in this regard from time to time, shall regulate the terms of deputation, including pay and allowances.

4 The Specific Identifying Authority of India (Salary, Allowances, and other Terms & Conditions of Service of Employees) Regulations, 2020 will regulate accommodation and medical care.
